Contextualization

In recent years, the Legal Amazon has experienced an increase in crime and violence, which, in addition to affecting safety and quality of life, has become a relevant vector of deforestation, driven by illicit economies, such as illegal logging, mining, land grabbing. lands and agricultural activities with environmental liabilities. As the institutional skills and interinstitutional configurations of public security and environmental inspection forces in the region do not lead to operational capacity or adequate levels of integration to face the situation, in response, the Federal Government created, in 2023, the Amazon Plan: Security and Sovereignty (Amas Plan) focused on the needs and specificities of the nine states that make up the area and having as its pillar the promotion of broad federal cooperation, the strengthening and integration of public security and national defense bodies operating in the Legal Amazon.

Amas is aligned with the strategic objective axes foreseen in the 5th phase of the Action Plan for the Prevention and Control of Deforestation in the Legal Amazon (PPCDAm), notably the Environmental Monitoring and Control axis, and the thematic focus of the biennium 2023-2025, established by Amazon Fund Steering Committee (COFA). The Plan will encourage coordinated and integrated effort between the Federal Government, the Ministry of Environment and Climate Change and the states of the Legal Amazon, which involves articulation with different actors that play a relevant role in the development of the region.

THE PROJECT

The project is part of the context of the Amazon Plan implementation: Security and Sovereignty – AMAS (“Amas Plan” or “Amas”), established by the Federal Government through Decree No. 11,614/2023, which aims to promote public security focused on the “needs and specificities of the states that make up the Legal Amazon, aimed at reducing environmental and related crimes” (Article 2 of the Decree). To this end, the Plan establishes as its pillar the promotion of broad federal cooperation, strengthening and integrating public security and national defense bodies operating in the Legal Amazon.

Its main components are:

  1. Federal police:with the creation of the Center for International Police Cooperation (CCPI), the component supports the governance structure of the Amas Plan and the coordination between those responsible for public security; expands intelligence and inspection capacity, enabling the planning and execution of integrated operations; and expands its territorial presence to combat crimes, through investment in its operational capacity. 
  2. Federal Highway Police:This component seeks to expand the operational capacity and territorial presence of the PRF to combat environmental and related crimes related to the dynamics of deforestation and forest degradation.
  3. Environmental Operations Company of the National Public Security Force (COA): This third component contributes to the mobilization of a new police force to operate in the Legal Amazon through the implementation of the COA's tactical-operational capacity, which will be added to the existing ones, and will also be responsible for supporting the CCPI, especially in articulation with State security forces within the scope of the Amas Plan. 
  4. Police Forces of the nine States of the Legal Amazon:This component foresees the expansion of the territorial presence of the security forces of the states of the Legal Amazon through the improvement of tactical capacity, in addition to greater mobility of public security forces in the vast areas of navigable rivers in the Legal Amazon.

INTERVENTION LOGIC

The project is part of the “Monitoring and Control” component (2) of the Amazon Fund Logical Framework, contributing to the direct effect “2.1 - Structured and modernized environmental monitoring, control and accountability institutions”.

ACTIVITIES CONDUCTED

The project is structured around four components. The main activities carried out under each component are presented below.

1. Federal Police. With the establishment of the International Police Cooperation Center (CCPI), this component supports the governance structure of the AMAS Plan and coordination among the agencies responsible for public security. It also strengthens intelligence and enforcement capacities, enabling the planning and execution of integrated operations, while expanding territorial presence to combat environmental crimes through investments in operational capabilities.

  • Acquisition of parts, components, and engines for the maintenance of two Federal Police aircraft used in AMAS Plan operations;
  • Delivery of 56 pieces of equipment and two software packages to strengthen gold traceability efforts, including the inauguration of the Mineralogy Laboratory at the National Institute of Criminalistics;
  • Establishment of the CCPI, including the setup of its headquarters and the acquisition of furniture, IT equipment, network infrastructure, a videowall, and vehicles. The Center was officially inaugurated in September 2025.

2. Federal Highway Police (PRF). This component aims to expand the PRF’s operational capacity and territorial presence to combat environmental crimes and related offenses associated with deforestation and forest degradation.

  • Ongoing construction of operational units (UOPs) in Laranjal do Jari (Amapá), Rorainópolis (Roraima), and Presidente Dutra (Maranhão), as well as the acquisition and delivery of 81 IT devices to support these facilities;
  • Contracting of satellite communication services for the states of the Legal Amazon, with equipment already delivered to Mato Grosso, Pará, and Roraima, and the acquisition of 15 satellite phones;
  • Acquisition of 27 remotely piloted aircraft systems (drones) to support enforcement and monitoring activities;
  • Acquisition of 72 vehicles to strengthen operational capabilities and support the new PRF bases across the Legal Amazon.

3. Environmental Operations Company of the National Public Security Force (COA). This component contributes to the deployment of a new law enforcement unit dedicated to operations in the Legal Amazon by building the tactical and operational capacity of the COA. The unit complements existing enforcement structures and provides support to the CCPI, particularly in coordinating with state-level security forces under the AMAS Plan.

  • Acquisition of 19 vehicles;
  • Acquisition of 11 drones to support COA operations;
  • Acquisition of 140 protective vests, 100 helmets, and 100 shields;
  • Acquisition of 22 computers to support operational and administrative activities.

4. State Police Forces of the Nine Legal Amazon States. This component seeks to strengthen the territorial presence of state security forces throughout the Legal Amazon by enhancing their mobility and operational reach across the region’s vast network of navigable rivers.

  • Acquisition of three patrol and interception boats for deployment in the states of Amazonas, Pará, and Rondônia.
