Objective

To strengthen the structure of the Military Fire Brigade of Amapá and actions aimed at preventing and combating forest fires and unauthorized burnings

Beneficiary

Primarily communities in the state's interior, located in rural areas, environmental protection zones, family farming units, and indigenous lands, along with their respective families. These communities face significant vulnerability during dry seasons, often challenged by difficult access to basic services such as education, health, and infrastructure

Description

CONTEXTUALIZATION

The project's relevance is underscored by the rising number of forest fires. Between 2021 and 2023, the state experienced a significant increase in forest fire hotspots, according to INPE data. From August to October 2023, fire occurrences reached monthly record highs in the historical series starting in 1998.

In this scenario, CBMAP’s response capacity has fallen significantly short of the challenges faced. Between 2019 and 2023, it is estimated that of the approximately 6,170 satellite alerts, the battalion was unable to address 55% of the incidents. The lack of vehicles, equipment, and appropriate materials, as well as the absence of bases to serve the state's interior, undermines the Fire Brigade's ability to effectively combat environmental incidents.

THE PROJECT

The project is structured into two components: Equipment and Structuring, and Development of Prevention Actions.

 Products and Services

 Component 1 – Equipment and Structuring:

  • Expansion, renovation, and modernization of storage facilities and garages;
  • Expansion of the operational vehicle fleet;
  • Equipment and materials for forest fire prevention and control;
  • Supplies for forest fire prevention and control.

Component 2 – Development of Prevention Actions:

  • Strengthening CBMAP infrastructure;
  • Implementation of temporary CBMAP bases in six municipalities of the state;
  • Training public agents and local groups in forest fire prevention and control.

 Expected Results

  • Conduct at least 1,200 prevention and education actions;
  • Develop educational programs for rural communities, indigenous peoples, and schools;
  • Establish six management bases for forest fire prevention and response;
  • Acquire/modernize physical and technological infrastructure;
  • Obtain vehicles, equipment, and appropriate materials for fire control;
  • Achieve a 10%-15% reduction in the average number of forest fires over the past five years by the end of four years.

INTERVENTION LOGIC

The project is part of the “monitoring and control” component (2) of the Amazon Fund Logical Framework, contributing to Direct Effect 2.1 – Monitoring, control, and environmental accountability institutions structured and modernized. Nineteen indicators were selected, ten focusing on efficiency and nine on effectiveness.

ACTIVITIES CONDUCTED

The project seeks to strengthen the institutional and operational capacity of the Military Fire Department of the State of Amapá (CBMAP) and enhance its ability to prevent, monitor and combat forest fires and unauthorized burning. The supported actions include institutional strengthening, infrastructure modernization, and the development of prevention, training and monitoring activities.

The project is structured into two components, whose main activities are presented below.

Component 1 – Institutional Strengthening of CBMAP

This component focuses on strengthening CBMAP’s institutional and operational structure through civil works, expansion of the operational fleet, acquisition of machinery and equipment, firefighting materials and other inputs required for field operations.

Preliminary assessments were conducted of the corporation’s warehouse and central garage facilities, including diagnostics of infrastructure expansion and modernization needs. Activities were also initiated to obtain the permits required for the commencement of construction works, as well as topographic surveys and soil investigations.

Various types of vehicles were acquired, including five 5,000-liter Forest Fire Engine Tankers (ABTFs) and 25 pickup trucks used to transport personnel and equipment to remote and hard-to-reach areas.

Vehicle-mounted pumping kits equipped with higher-capacity water tanks were acquired and delivered to support forest firefighting operations. Drones were also acquired for monitoring and operational support activities, in addition to backpack blowers used in forest fire prevention and suppression efforts.

Component 2 – Development of Prevention, Suppression and Monitoring Actions

This component encompasses activities aimed at strengthening CBMAP’s operational infrastructure, expanding its institutional presence in strategic areas and training public agents to prevent and combat forest fires and unauthorized burning.

Public procurement procedures, technical inspections and property surveys were carried out to identify suitable facilities for the future implementation of the temporary municipal bases planned under the project.

The Forest Knowledge Leveling Instruction Course (INC) was conducted, training and specializing 114 professionals in forest fire prevention, management and suppression. Institutional coordination efforts were also initiated to support future training activities targeting Indigenous communities, in partnership with government agencies and representative organizations.

The activities carried out under this component have contributed to strengthening CBMAP’s capacity to prevent and combat forest fires. To date, 2,636 fire-related actions have been carried out, including both preventive activities and responses to incidents, reaching approximately 27,000 people. In addition, professionals have been trained in forest fire prevention, management and suppression, further strengthening the corporation’s operational response capacity.
