Description

CONTEXT

The Rural Environmental Registry (CAR) consists of an electronic registry of georeferenced spatial information of rural properties, with delimitation of permanent preservation areas (APP), legal reserves (RL), remnants of native vegetation, consolidated rural area and social areas of interest and public utility. With the enactment of the new Forest Code (Law Nº. 12,651/2012), CAR became mandatory for all rural properties, with the purpose of integrating the environmental information of rural properties and land possessions, thus creating a database for the control, monitoring, environmental and economic planning and the combat against deforestation.

CAR registration enables the environmental and economic planning of the use and occupation of rural property, and it represents a fundamental step in ensuring its environmental regularity.

THE PROJECT

The project is structured into two components: the first one aims at the institutional strengthening of Sema-AM and the Amazonas Environmental Protection Institute (Ipaam), which are agencies responsible for the implementation of CAR in Amazonas; and the second one aims at the registration of 55,588 rural properties with up to four fiscal modules in 36 municipalities.

The project will support the development of software for customized solution of modules of the Sicar-AM Platform, digital processing of cartographic base of the state of Amazonas, in addition to the development of institutional capabilities – with transfer of technology, technical and scientific support and qualification of human resources. Investments will also be made in the infrastructure of Ipaam, with the purpose of enhancing the analysis capability of registrations. To do so, there will be the conduction of a network expansion service, and the acquisition of equipment, such as a large server and computers with ability of image processing, geographical analysis and analysis procedures of the records made.

For the registration of rural properties, the elaboration and the disclosure of informative materials about CAR aim to provide the necessary information for the registration, in addition to clarifications about the benefits of CAR to the target audience. Several activities will also be developed, such as: awareness and mobilization, implementation of service counters, active search with itinerant teams and registration on National Rural EnvironmentalRegistration System (SiCAR). A specialized service will be hired to support the responsible agency for analyzing the processes of CAR, including the qualification of 60 professionals, among servers of Ipaam and employees of the service provider.

ACTIVITIES CONDUCTED

Regarding the acquisition of infrastructure for implementing the CAR analysis, uninterruptible power supplies (UPS), tablets, desktop computers, workstations, laptops, and data storage systems were purchased.

A company specialized in providing a complete solution for visualization, exploration, analysis, and data presentation in the area of Remote Sensing/GIS was hired, including software licenses for ENVI.

Portable Garmin GPSMAP 65S devices and aluminum boats with motors were acquired for registering and correcting CAR entries on the National Rural Environmental Registry System (CAR) platform.

In the context of creating and disseminating informational materials about CAR, t-shirts were produced for use in the field, in offices, and during registration and correction campaigns; 2,200 posters; 1,000 manuals; 72,000 brochures; and graphic production services were also provided.
