CONTEXTUALIZATION

With the enactment of the current Forest Code (Law No. 12,651/2012), the Rural Environmental Record (CAR) was established as a national electronic public registration, mandatory for all rural properties, with the purpose of integrating the environmental information of the rural properties and possessions, composing a database for control, monitoring, environmental and economic planning, and combat against deforestation.

As provided for in Decree No. 7,830/2012, the competent environmental agency will conduct the analysis and validation of records, and, if pending issues or inconsistencies are detected in the information declared or in the documents submitted, notify the applicant to provide additional information or to correct and adjust the information submitted. 

The state of Espírito Santo has already been supporting small rural producers in the registration of their properties in CAR, as well as analyzing and validating the records of properties of all sizes; however, the state faces challenges for the implementation and validation of CAR in its entire territory.

THE PROJECT

The project is part of the state’s strategy for the implementation of CAR, since it aims to support the registration of 59,000 rural properties of up to four fiscal modules, and the analysis of 78,000 rural environmental records of the state of Espírito Santo. It is structured into three components: (i) promotion and support to the registration in CAR; (ii) support to the analysis of CAR; and (iii) infrastructure for the implementation of CAR.

The first component includes service engagement to make the record desired. The second includes support service engagement to the records analysis. And the third component comprises the improvement of IDAF infrastructure and of the qualification of public agents.

The project stands out for its registration and analysis steps, advancing in the implementation of Rural Environmental Record in the state of Espírito Santo. It aims to achieve the record goal of the total of rural properties of up to 4 fiscal modules in the state of Espírito Santo, and record analysis of all rural properties in the state.

INTERVENTION LOGIC

The project falls within the "Monitoring and Control" (2)component of the Amazon Fund's Logical Framework.

ACTIVITIES CONDUCTED

A bidding process was conducted to hire specialized technical-professional services for the registration of rural properties and holdings of up to four fiscal modules in the Rural Environmental Registry (CAR).

Additionally, a contract was signed with a company to develop and implement a communication plan aimed at promoting the CAR, with the goal of facilitating the registration of all remaining properties. As part of this effort, pamphlets, posters, and banners were produced and printed, as well as audio content for radio broadcasts and videos for online distribution.

Regarding the infrastructure for CAR implementation, 18 vehicles were acquired for monitoring, control, and environmental regularization activities; 120 desktop computers; 2 workstations with mouse and keyboard; and 25 tablets.

A total of 3,096 rural properties were registered in the CAR, covering an area of 33,124 hectares.

Concerning support for CAR validation, 3,051 registrations were analyzed, covering an area of 109,366 hectares.
